The Water Department is responsible for planning and executing the largest capital program in the City of Fort Worth. Among its major duties, this position will lead the development of approximately $1 billion five year capital plan working alongside a group of Program and Project Managers that manage pipeline and facility projects for the entire Department. The position will track current year capital project appropriations from multiple funding sources, develop a variety of reports as directed by management and alert stakeholders to funding and schedule issues that arise over the course of the year. Finally, this position will oversee two Project Controls Specialists and maintain the alignment of the Department's project schedules with the capital plan.

Essential Duties

The Management Analyst II is responsible for the financial planning of the Department's capital program including the following:
  • Maintain internal spreadsheets with multiple linked worksheets tracking actual and planned capital appropriations looking 20 years into the future and 5 years into the past and amounting to more than $3 billion in capital projectsCreating reports for Department management, City management and the City Council that show the Department's five year plan of approximately $1 billion in projects from a variety of funding sources.

  • Prepare the annual City Council approved Capital Plan with narrative describing types of projects and funding sources using Microsoft Word and Excel after months of preparation, vetting and working through competing priorities with program and project managers.
  • Analyze the plan to determine discrepancies, voids and aberrations in funding and informing Department management.
  • Develop, track and generate a variety of complex reports detailing capital projects as directed.
  • Alert management to schedule and cost issues of active and future projects.
  • Incorporate Master Plan recommendations in the Capital Plan after validating project scope with project managers and/or the Department Director.
  • Review capital project Mayor and Council Communications (M&C) for alignment with the capital plan and project schedules.
  • Oversee monthly update of capital project status spreadsheet used to update the City's website and using a variety of sources (ERP, M&C's, internal spreadsheet) to update individual project costs; the website serves as the primary method of communicating capital project information to citizens, thereby making clear and accurate information a necessity
  • Prepare large sets of data and performing analysis on capital project expenditures.
  • Analyze various policy outcomes and make recommendations on Department policies.
  • Help prepare the operating budget and perform monthly re-estimates for the Capital Delivery division.
  • Track and prepare reports for capital project advertisement and bid opening schedules with the intent of ensuring adequate funding (from a variety of sources) is in place.
  • Present information on the development and background of the Department's capital plan to stakeholders.
  • Provide direction and supervision to the Department's project controls specialists who update approximately 130-140 highly detailed, multi-year capital project schedules on a monthly basis for a variety of stakeholders in Primavera (P6) software.

Knowledge, Skills & Abilities
  • Experience with governmental accounting principles and capital projects in municipal government and associated funding processes and procedures
  • Experience with the process and various stages of construction projects and project schedules
  • Research and analytical experience with operating and capital project budgets
  • Experience in a public works or water utility setting
  • Intermediate to advanced skills in Microsoft Excel, Word and PowerPoint
  • Ability to lead and direct those who do not work directly for this position
  • Ability to maintain effective working relationships while also providing clear and direct feedback to groups that work alongside this position

Minimum Job Requirements:

Bachelor's degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field and four years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience.
